Prior to this, he was the Minister of State for Crime, Policing and Fire from October 2022 to July 2024. He was also appointed to Liz Truss’s cabinet as Chief Secretary to the Treasury in September 2022, later becoming Minister for the Cabinet Office and Paymaster General in October 2022. A member of the Conservative Party, he has been the Member of Parliament (MP) for Croydon South since 2015. In August 2019, Philp was appointed as Parliamentary Private Secretary to Chancellor of the Exchequer Sajid Javid. Early Life and Education

Philp was born in West Wickham, London, and attended St Olave’s Grammar School in Orpington, Bromley. He later studied physics at University College, Oxford, graduating in 1997. In 1996, he served as the editor of the Oxford University student newspaper, Cherwell. That same year, while in his second year at Oxford, Philp was fined and suspended by the Oxford Union for recording a controversial speech by OJ Simpson and selling copies to newspapers.

Early Career

Before entering politics, Philp worked at McKinsey & Company. He later co-founded Blueheath Holdings, a distribution business, in 2000, which was later listed on the AIM and merged with Booker Cash & Carry in a £375 million deal. In 2003, he was awarded London’s Emerging Entrepreneur of the Year by Ernst & Young and The Times.

Philp also co-founded Clearstone Training and Recruitment Limited, an HGV training provider, with future Conservative MP Sam Gyimah. He went on to establish Pluto Finance, a property development lender, and Moreof Silverstone. Additionally, he founded the charity The Next Big Thing, which was wound up in 2017. From 2004 to 2005, Philp served as Chairman of the Bow Group, a Conservative Party think tank.
